An insider close to TTF has suggested that Prime Minister Tan Sri Muhyiddin Yassin is taking measures to try and prevent the government from falling knowing the vote on Budget 2021, scheduled to be tabled when the Dewan Rakyat reconvenes on the 2ndof November 2020, may not attain the required majority.
According to the source, Muhyuddin may consider advising the Yang Di-Pertuan Agong to declare a state of emergency, and should His Royal Highness be satisfied that a grave emergency exists and oblige by issuing a Proclamation of Emergency, the government may govern by issuing ordinances that are not subject to judicial review.
Singapore’s Straits Times quoted several sources as saying that today’s Cabinet meeting, chaired by Muhyiddin, was to discuss several proposals on dealing with the upcoming Budget 2021 tabling and challenges to the legitimacy of the Perikatan Nasional (PN) led government.
Among others present at the unprecedented meeting were Attorney General Tan Sri Idrus Harun, Armed Forces Chief Tan Sri Affendi Buang, and Inspector-General of Police Tan Sri Abdul Hamid Bador.

Emergency ordinances have the same force as an Act of Parliament and they remain effective until they are revoked by the Yang di-Pertuan Agong or annulled by Parliament (Art. 150(2C)) and (3)).
Such ordinances and emergency related Acts of Parliament are valid even if they are inconsistent with the Constitution except those constitutional provisions which relate to matters of Islamic law or custom of the Malays, native law or customs of Sabah and Sarawak, citizenship, religion or language. (Article 150(6) and (6A)).

One of these options was purportedly for the government to declare an “economic emergency”, to thwart the possibility of snap polls being forced and to provide more time for the ruling Perikatan Nasional to rein in the infections without being distracted by political instability.
At the meeting, held at the Prime Minister’s Office (PMO), the Cabinet also discussed various options to boost the fight against Covid-19, including exploring the introduction of a specific law to curtail the surge of infections.
“We were told there that expenditures will be allocated according to need,” the Straits Times quoted one source.
Among others present at the unprecedented meeting were Attorney General Tan Sri Idrus Harun, Armed Forces Chief Tan Sri Affendi Buang, and Inspector-General of Police Tan Sri Abdul Hamid Bador.
The meeting started at 9.30am and concluded just before 1pm.
